The spurt in economic and demographic growth in India has resulted in an average increase of 8 per cent per annum in energy consumption over the last ten years. Through initiatives like Ujjwalaand Saubhagaya, the Government of India is making efforts toensure supply of energy to every household in the country. Inaddition, to reduce dependence on fossil fuel resources and diversify energy sources, India also has set itself a target of having175 gigawatts (GW) of installed renewable energy by 2022.However, the affordability, reliability and quality of energy is still anissue in rural India.
Decentralised renewables present an opportunity to contributetowards sustainable energy access for household consumers as wellas for productive uses of energy. In addition, achieving overall energy security through decentralised sources, coupled with betterplanning would also reduce the burden on exchequer.The energy supply in rural areas of selected federal states in India has been improved.
IGEN Access II seeks to upscale the proven results achieved in Phase I of the project. The project plans to deliver by adopting aholistic approach in overall planning by assisting the states in developing Energy Action Plans, disseminating proven models and instruments for improving the basic energy supply and establishing a conceptual basis for enhancing the energy supply.
The project aims to achieve overall energy security in the states. Contribution from renewable energy, including the decentralised systems will be used as a strategic option in energy planning.
Financial service providers will be supported to upscale the models and instruments to conclude new loan agreements with rural energy users. This will lead to improved supply situation in rural areas.
The programme will support planned advisory measures to create necessary enabling conditions.

Ms.Nidhi Sarin is the Programme Head for IGEN Access-II. She is responsible for the overall implementation of the programme. She has around 15 years of experience in the development sector, specializing in energy and environmental policy. She has vast experience of working in the power and renewable energy sector, climate change, biodiversity and livelihood programmes. Ms Sarin has experience of working with multilateral and bilateral organisations, including joint Department of International Development (DFID), and the Foreign and Commonwealth Office (FCO) UK’s joint team on Energy Climate and Growth and UNESCO. She also has experience of working with the corporate sector and NGOs on water treatment and research aspects. Ms.Sarin holds a Master’s of Science degree in Environment Management.

Mr.Manoj Mahata is working as a Technical Expert for IGEN-Access programme of GIZ based in Kolkata, West Bengal. He is responsible for activities related to strategic state energy planning. Mr.Mahata has over 20 years of experience working in both technical and development sector. He has been working on renewable energy and rural development projects for over 15 years. His understanding about social development process. Mr.Mahata brings in strong project execution and technical expertise across various aspects of renewable energy technologies such as Biomass gasifier, Biogas, Solar, Improved cook stoves, Briquetting technologies as well as hands on experience on various socio-economic models. Mr. Mahata holds Bachelor’s degree in Mechanical Engineering, Post Graduate diploma in Marketing Management and MBA in Material Management.

Mr.Jitesh Kumar is working as a Technical Expert for IGEN-Access-II programme of GIZ. Mr.Kumar has a multi-disciplinary background and has techno-managerial expertise of 10 years. He has been associated with the development sector for over 7 years.Mr Kumar is currently supporting the module by implementing concepts to strengthen improved rural energy access portfolio. His key areas of interest are renewable energy policy, rural energy access for livelihood and access to finance. In the previous phase of IGEN Access he had worked on the sector development for solar powered irrigation pump’s market and focus on creating demand for the product, and supported government of Bihar in implementing the solar water pump scheme in the state. Mr. Kumar hold a Bachelor’s of Engineering degree in Computer Science and Masters in Power Management (MBA-Power).
Technical Expert
Mr. Yeswanth is working as a technical specialist with IGEN Access II programme of GIZ engaged in unlocking end-user and household finance mainly for promotion, access of renewable energy products in partnership with financial institutions working across India. He has over 16 years of experience working with community-based institutions, addressing issues of access to finance and entrepreneurship development. His core interests and expertise are in program execution focussing on livelihood, skill development, climate challenge initiatives, and renewable energy interventions. He was awarded Fellow from Institute of Rural Management Anand with specialization in Development Finance and a postgraduate degree in Agriculture Sciences.

Ms.Sucheta Rawat is working as an Operations Manager for IGEN-Access II and Promotion of Solar Water Pumps programmes of GIZ. She has 18 years of experience working in the development sector with bilateral organisations like DFID resource centres, International Development Research Centre (IDRC) and GIZ currently. Ms.Rawat has the ability to handle multi-disciplinary tasks and navigate challenges. At her professional core, she is specialized in contracts & grants management, financial & budget planning, knowledge management, project & operations management. In her current profile, she is also the focal person for Result-based monitoring, Communication and Gender. Mr. Florian Postel works as a Junior Advisor for the IGEN-ACCESS II programme and Promotion ofSolar Water Pumps programme of GIZ. Mr. Postel is responsible for reporting, monitoring and project management, including solar policy, clean cooking and evaluation of solar irrigation systems. He joined GIZ in 2018 as an intern at the Programme Office of the International Climate Initiative and is part of GIZ India since October 2019. He has other work-related experiences in qualitative and quantitative research as well as the Federal Ministry of the Environment, Nature Conservation and Nuclear Safety. Mr. Postel holds a Bachelor of Arts in Political Science and a Master of Science in Environment, Politics and Society.
